Kerch bridge (interview)

Last weekend the Moscow government delegation visited the Crimea. About outcome of the visit said the head of the Department of Foreign Economic and International Relations Georgy Muradov to "RG".

Rossiyskaya Gazeta: George L.! Can we talk about specific results of the meetings of the city authorities with the leadership of the Crimea? Besides that, during their was clear: Moscow Mayor Yuri Luzhkov is no longer persona non grata in Ukraine?

Georgy Muradov: The visit took place in an environment radically different from that prevailing in the Ukraine before the change of political power. Its main characteristic - mutual willingness of the parties to work together. Evidenced by the two programs of cooperation for 2011-2013, signed by the Government of Moscow and the administrations of Crimea and Sevastopol. In Crimea, Moscow primarily interested in the possibility of tourist and recreation complex, which could have a rest from Moscow.

RG: Until now Moscow has there four resorts, recently, as reported by the mayor, they bought and the fifth - near Kerch. Hence, the Moscow authorities will no longer fear for their property in the Ukraine, as recently, when the right to it all the time, was questioned? Because that's what frightened investors, and the city of investing money in the development of recreation?

Muradov: Property Fund of Ukraine attempted to dispute the right, proposing a completely absurd claim, to avoid register our property in the prescribed manner. For example, required to submit a financial documentation relating to Moscow investments in the development of sanatoriums until 1954, although everyone knows that in Russia and Ukraine, it kept no longer than five years. At a meeting in Simferopol, Crimean Prime Minister Vasily Dzharty proposed to turn the page and leave misunderstandings in the past.

RG: Alas! Experience shows that on the agreement until the contract is very far away sometimes. For example, local authorities, village Simeiz, where Moscow sanatorium "Ponizovka" have set no less absurd demands: for the right to register the land lease for 49 years, demand from Moscow for the villagers to build a kindergarten for 250 places. But he is worth millions of rubles!

Muradov: Bureaucracy - very inertial mechanism. To stop it, it takes time, I am confident that these issues will be adjusted. Joint meeting of the Business Cooperation Council of Moscow and the Crimea will help in this, they will be held regularly, as stipulated in a signed program. Special points of this program is devoted to recreational Moscow people in the Crimea. It is a lengthy document, and also very specific, and the program of cooperation with Sevastopol too. It spelled out the joint construction of housing in this city for Black Sea sailors and community facilities, development of engineering and transport infrastructure, buildings near the waterfront in Quarantine Bay, development assistance  airport "Belbek" and other projects. Moreover, as emphasized by the head of administration of Sevastopol Valery Saratov, they do not claim to money from the Moscow budget - they are more interested in Moscow's experience of effective urban management. Of course, the capital is ready to share it. One important gift of Sevastopol Yuri Luzhkov has already done: he gave them a ready working documents for the construction of a kindergarten and school. If they had designed their own, it would cost them three million dollars. Moscow, however, this gift is not inflicted any harm, since both the project has been actively used by the capital itself.

RG: Yuri Mikhailovich during a visit back to yet another very interesting project - the construction of the bridge across the Kerch Strait. As we know, this idea was voiced in the early 2000's ...

Muradov: And not only voiced. Back in 2001 between the authorities of the Crimea, the Krasnodar Territory and Moscow signed a memorandum of intent to develop and implement a multifunctional transport passage through the Kerch Strait. But work on it was halted for political reasons. The project is very important to both countries, as it has not only the state, but international significance. The fact that the bridge that would connect the Taman Peninsula in the Crimea peninsula through pigtail Chushka, for many hundreds of miles will reduce the path from Europe to the Caucasus.

RG: What will benefit Russia?

Muradov: He will more closely associate Russia with the Crimea. Until the 1990's between the Taman and Kerch went ferries. With the collapse of the Soviet Union collapsed and transport. Cargo flows from Russia to the Crimea for a time at all boiled down to zero. Now, to the mutual satisfaction, it grows more and more, and the car ferry are huge queues. And as the train did not go and do not go.

RG: And what should constitute this bridge?

Muradov: a length of 4.5 km, built at a such height that ships could pass under the bridge, he should combine rail and automotive way.

RG: The Mayor said that there is tunneled project...

Muradov: Yes, but it is three times as much more expensive: if the bridge is estimated by planners, would cost less than a billion dollars, the tunnel – 3 billions. The fact is that there is a sea floor shifting sands. It's expensive, but for investment we offer to attract extrabudgetary sources.

RG: The idea voiced. What's next?

Muradov: Next, I think it should resume its work the working group at the Transport Ministry of Russia, founded in the early 2000's. It will likely work out a plan of action. Probably we need to sign a special bilateral agreement between Russia and Ukraine on the construction of the bridge. Then you need to develop a feasibility study for the project. Then we must focus on creating a structure that will take the already working project and the construction itself.

RG: And when will actually get to go directly to the construction site?

Muradov: In my opinion, this can be done even in the future, 2011, and for 2012-2013 to build a bridge completely. The authors pre-proposals from the "Spetsfundamentstroya" from the Krasnodar region believe that for this project is quite enough 30 months given (the fact that 6 of them will take a preparatory period). So now the main thing - do not waste time.

RG: And what a rush, with such serious subject?

Muradov: Well, first, we had lost a decade. And then you can still manage to build a bridge to the Olympics in 2014. And then the citizens of Ukraine, Eastern Europe - Hungary, the Czech Republic, Moldova and other countries - will go directly to Sochi.
